Since 2005, Bureau of Industrial started the plan of “THE BEST Flagship project of IT service,” by choosing the Large IT companies that are competitive and fast growing potential as “Flagship Companies,” combine with “Semi-Ship companies” that are core functionalities complement to the “Flagship” together by using both vertical and horizontal integration management techniques and as well by combining both same and different types of IT companies that are complement to each other's specialties together, become a professional collaborating IT system to head toward globalize. The 11 companies that are certified by “THE BEST Flagship project” have covered the whole IT service area, and the area of software outsourcing has being cover by Wistron ITS.
